Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organization that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics.
MSF Operational Centre Amsterdam (OCA) currently operates medical humanitarian interventions in around 30 countries. On a yearly basis MSF-Holland deploys approximately 1,400 international staff and employs 9,000 national staff. At headquarters in Amsterdam, around 300 employees offer their support to the projects. The overall budget of MSF-Holland is around 300 Mio Euros of which 260 Mio Euros are spent in humanitarian projects in the field and 40 Mio Euros in HQ support for these projects.
The Finance Department is responsible for safeguarding of sound registration as well as monitoring the financial situation and advising the management on budgets and the financial position. It has 20 staff members working in 4 units: Field Finance, Administration and Accounting Field, Administration and Accounting Office and Inheritances & Legacies.
To strengthen the administration and accounting for the field, the General Administrator Field and the two Assistant Administrators who are currently part of the Field Finance unit will form a new unit. To coordinate, manage and develop this unit we are currently in the process of recruiting a new Coordinator Administration and Accounting Field.
For the Administration and Accounting Field Unit we are looking for a
Assistant Administrator Field (80%)
The main objective of this position is to ensure complete and correct bookkeeping reports are received from missions and processed timely and correctly in HQ and to carry out a complete administration and filing of field bookkeeping to support and ensure a smooth end of year process. In this position you work together in a team of 3 Assistant Administrators Field and closely work with the Field Finance Advisors. The Assistant Administrator Field reports to the Coordinator Administration and Accounting Field.
Main characteristics
· Checks the completeness and correctness of the monthly project bookkeeping/ administration received from missions according to the standard checklist;
· Monitors compliance, identifies irregularities in the project administration and deviations from standards and checks consistency and appropriateness of entries;
· Flags deviations from procedures and potential risks on missions’ bookkeeping process and practice;
· Provides feedback to Financial Coordinators (FinCo’s) and FinCo Assistants in the project countries, and Field Finance Advisors in the Headquarters;
· Supports the field to improve quality of their bookkeeping with regular feedbacks;
· Performs field visits to advice and train finance staff in missions on accounting and bookkeeping functions;
· Performs timely uploads and downloads of BooX/UniField (financial project software) to/from the field;
· Keeps a monthly record of HQ balance sheet entries linked with missions and regularly communicates to the field for a proper reconciliation of those balance sheet accounts;
· Gives first hand support on accounting set up and finance administration to e-desk for assessment missions and new emergencies;
· Provides support during audits and end of year closure in preparing financial overviews, files and documentations required for the audit process; be in direct contact with auditors to explain audit queries.
· Facilitates trainings on accounting and bookkeeping modules in the FCC, FFMC and FinCo Days.
Profile / Requirements
We are looking for an enthusiastic candidate who has a supportive attitude, is quality orientated and is a team player. You should be able to maintain high work standard and be result orientated. You have a good accounting knowledge on a higher educational level (HBO / HEAO) and you have at least two years working experience with an advanced financial management system (preferably ERP financial software), a very good knowledge of Microsoft Excel and excellent communication skills in English. You are willing and able to travel to provide support to the missions locally when required.
We are offering
° A 80% appointment (based on a 40-hours work week) for one year with the option for renewal;
° A gross salary in scale 5 of a minimum of € 2,341.- and a maximum of € 3,343.- Gross per month, based on relevant work experience, for full-time employment (based on a 40-hour week);
