About the role

Médecins Sans Frontières (MSF) is looking for a self-starting and highly motivated professional project manager that can hit the ground running and continue to deliver an important and high profile transformation and capability-building project over the next 12 months.

The project’s objectives are to: build a cloud-based information sharing and collaboration platform using Office 365 tools and services; enable effective online working across ‘MSF Operational Centre Amsterdam’ (MSF-OCA); develop information and collaboration standards and new ways of working; and, undertake Pathfinders in 2017. We call these pilots and proof of concepts ‘Pathfinders’.

The current project manager has made good progress in the first three objectives and had delivered some Pathfinders so that some people in OCA are live on the new platform. There is a high level of engagement and commitment to the project as well as a good appetite to see the project fully succeed.

We are looking for an experienced project manager to: deliver additional Pathfinders in 2017; evaluate all the Pathfinders; and, in 2018 transition the project into Business as usual (BAU) in 2018 so it can be fully implemented by the permanent team.

The Pathfinders involve functions and people in our European offices as well as in our medical humanitarian interventions in the field. There may be some travel to these locations but usually the Pathfinders are being delivered by virtual team working.

About MSF

MSF is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work.

MSF coordinates operations through collaborations between global offices. ‘Artsen zonder Grenzen Nederland’ (MSF-Holland) has a partnership with offices in the UK and Germany. This partnership, known as ‘MSF Operational Centre Amsterdam’ (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 1,100 international staff and employs 7,000 national staff.

The office of MSF-Holland located in Amsterdam hosts more than 250 employees, offering direct support to MSF-OCA operations.

Role description

With immediate effect the PMO Department is looking for a

Project Manager: Office 365 Sharing and Collaboration Platform (100%)

Based in Amsterdam for 12 months.

The role-holder reports to the sponsor, the Director of Projects, Resources and Organisations and the Head of PMO.

MAIN RESPONSIBILITIES

§ Manage and evaluate the 2017 project

§ Produce and present a proposal for the transition into Business As Usual (BAU)

§ Obtain approval from the Project Approval Board in October 2017 for transition to BAU

§ Manage the transition to BAU in 2018.

Specifically:

Sponsor, Governance Committee, PMO and Project Approval Board

§ Accountable for delivering the project and working with the Sponsor and Governance Committee to realise the benefits.

§ Accountable to the Governance Committee, drawn from the OCA Management Team, for project scope, tolerances, prioritisation, and policy and standards decisions.

§ Proactively manage relationships with all the stakeholders involved in the governance of the project.

§ Work within an existing PMO standards and governance framework.

§ Responsible for providing an evaluation and recommendations, including an assessment of the benefits realisation of the 2017 project

§ Responsible for providing a costed proposal for 2018 onwards to the Project Approval Board to roll out the platform to the whole of OCA.

§ Accountable for working with the OCA Management Teams to ensure that they are updated and consulted before the Project Approval Board in October 2016.

§ Accountable for working in partnership with the Pathfinder Leads in the business.

MSF Office 365 Tenant

§ Accountable for working in partnership with the global MSF Office 365 Tenant Management Team including the global Heads of IT, Head of Office 365 Service Delivery, and people managing similar projects in other operational centres of MSF – where it is required to successfully deliver the project.

Project Management

§ Accountable for developing and delivering the project road map in 2017 – primarily by working with the parts of the business that have volunteered to be Pathfinders and that the governance committee has approved.

§ Accountable for delivering approved Pathfinders in 2017 which entails the:

o transition from existing information storage locations to the new platform; and

o adoption of new ways of working.

§ Accountable for ensuring that all mandated project document is produced and kept up to date.

§ Accountable for managing the project interdependencies with OCA IT teams located in London, Amsterdam and Berlin.

Team Management

§ Managing Project Officer, External Consultants (Office 365 specialist and SharePoint Online front end developer), Information Solutions Analyst, Information Change Leads

§ Providing adequate specification and briefing to team members so that they can deliver their work packages

§ Managing the planning and resource allocation as required to respond to changing circumstances in the business

§ Working in partnership with key Pathfinder stakeholders including Pathfinder Leads and Super Users.

§ Ensuring the appropriate development of team members that will transfer with the project into BAU.

Business Analysis

§ Accountable for ensuring business analysis and solution design conforms to the agreed the project approach.

§ Lead for business analysis in the project: manage the Consultants and the Information Solutions Analyst to quality assure their work and ensure they are working to agreed standards and methods.

Change Management

§ Accountable for ensuring that the:

o transition from existing information storage locations to the new platform; and

o adoption of new ways of working.

conforms to agreed change management approach.

§ Lead for change management in the project:

o Manage the Information Change Leads to quality assure their work and ensure they are working to agreed project approach.

o Undertake change management activities as necessary and appropriate to ensure success.

Budget Management

§ There is an approved 2017 budget for consultancy fees.

CANDIDATE PROFILE

Knowledge and expertise:

§ Significant professional project management experience

§ Proven experience delivering information management and collaboration projects with significant change management aspects

§ Delivering projects in complex organisations

§ Delivering in international organisations and virtual team working

§ Excellent client-facing and internal written and verbal communication skills in the English language

§ Proven business analysis expertise

§ Proven change management expertise

§ Team management expertise including developing team members.

§ Project management qualification

Characteristics:

§ Commitment to MSF values and objectives.

§ Resilient and adaptable.

§ Delivery focused.

Desirable

§ Experience delivering projects in the charity or NGO sector.

§ Knowledge and experience of Office 365 tools and services in scope of the Platform: SharePoint online, OneDrive, Yammer, Skype for Business, Groups, Delve, Video, OneNote, Sway and Flow.

WE OFFER

§ A challenging and exciting position in an international environment

§ A contract for 12 months based on a fulltime appointment (40 hours/week).

§ A gross monthly salary between € 3,638 and € 5,194 depending on professional experience, based on a fulltime appointment
