Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organization that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics.

MSF Operational Centre Amsterdam (OCA) currently operates medical humanitarian interventions in around 30 countries. On a yearly basis MSF-Holland deploys approximately 1,400 international staff and employs 9,000 national staff. At headquarters in Amsterdam, around 300 employees offer their support to the projects. The overall budget of MSF-Holland is around 300 Mio Euros of which 260 Mio Euros are spent in humanitarian projects in the field and 40 Mio Euros in HQ support for these projects.

The Finance Department is responsible for safeguarding of sound registration as well as monitoring the financial situation and advising the management on budgets and the financial position. It has 20 staff members working in 4 units: Field Finance, Administration and Accounting Field, Administration and Accounting Office and Inheritances & Legacies.

For the Administration and Accounting Field Unit we are looking for a

Coordinator Administration and Accounting Field (100%)

Start date: October 1, 2017

Field operations of MSF Operational Center Amsterdam has been growing in the last years not only in terms of budget, but also in terms of activities and complexity. To strengthen the administration and accounting for the field the General Administrator Field and the two Assistant Administrators who are currently part of the Field Finance unit will form a new unit. To coordinate, manage and develop this unit we have created the new position Coordinator Administration and Accounting Field.

The Coordinator Administration and Accounting Field will hierarchically report to the HoD Finance who is a member of the management team of the Resource Departments. He/She will work in close cooperation with the Coordinator Field Finance, but also with the Coordinator Administration and Accounting Office, the salary administration and the Control Unit.

Objective(s) of the Position

  • To coordinate the financial administration of field bookkeeping at HQ and ensure accuracy and completeness of field bookkeeping data and documentation to maintain a timely reporting, smooth year end process and preparation for audit.
  • To manage and coach the team of General and Assistant Administrators Field, develop and implement improvements of the processes, functions and set-up of the unit.
  • To strengthen the overall field accounting and administration function, improve the integrity of the field accounting framework and support missions to achieve better quality of their bookkeeping as well as follow-up on audit recommendations.
  • To support and implement required changes in the accounting set-up in line with major change projects like UniField, Magnum and the introduction of stock valuation and fixed asset accounting in the field.

Main characteristics

  • Functionally and hierarchically manage the Field Administration and Accounting unit staffs under his/her responsibility.
  • Ensure field bookkeeping documents received at HQ are properly archived, and checked on a regular basis for quality and completeness.
  • Ensure monthly account review, reconciliations, and closing of field accounts are done as per the protocol.
  • Support and provide missions with appropriate tools, procedures, and checklists to improve their own accounting checks on project bookkeeping at mission level.
  • Ensure recurrent findings from internal and external audits related to field bookkeeping are identified, followed up and improvement plans implemented.
  • Make sure financial data integration and flow between field and HQ systems are smooth, uploads/downloads are timely done and efficiently communicated.
  • Monitor compliance to the field accounting policies and procedures, and ensure timely upgrades are performed as required.
  • Ensure field bookkeeping documentation are timely prepared and organized for internal and external auditors.
  • Prepare regular and annual financial reports and analysis on field accounting as per the agreed protocols
  • Ensure a proper finance administration set up is in place to support new assessment missions and emergency projects implemented by Emergency desk.
  • Propose and implement improvements in the Administration and Accounting Field unit, including staffing, roles and responsibilities, and adjustment of work processes and functions.
  • Ensure integrity of the field accounting framework with the new changes introduced at HQ and field level (UniField, Magnum, fixed asset management, and field stock valuation project) and work on the required updates on procedures and tools together with the Finance Process Officer Field.
  • Ensure accounting and bookkeeping related modules are well prepared and facilitated in OCA internal trainings like the FCC, FFMC, and other relevant Finance modules.
  • Give input to the Coordinator Field Finance for validation and matching of FinCos and Account Managers.

Requirements

  • Higher education in Finance with a main focus on accounting
  • At least three years working experience in a senior accounting position
  • Proven experience in line managing people and managing teams
  • Active knowledge of accounting regulations, systems and practices
  • Experience with ERP systems
  • Attention to and interest in detail of accounting, administration and regulations
  • MSF experience would be an asset
  • Proactive working style
  • Competencies: Leadership, problem analysis, decisiveness, organisational sensitivity, self organization, behavioral flexibility, good oral and written communication skills

We offer

· A contract for one year with a renewal option (subject to satisfactory performance) based on a fulltime appointment

· A gross salary in scale 7 of a minimum of € 3,167 and a maximum of € 4,522 per month, based on relevant work experience
