The overall purpose of Médecins sans Frontières (MSF) is to preserve life and alleviate suffering, while protecting human dignity and seeking to restore the ability of people to make their own decisions. MSF accomplishes this through the provision of medical aid and a personal commitment to act as witness to events surrounding populations in danger. This work is essentially performed in periods of crisis, when a situation is no longer held in balance and the very survival of a population may be threatened. The underlying basis for realising MSF’s objectives is respect for medical ethics, humanitarian principles, human rights and international humanitarian law.
The Public Health Department (PHD+) of the Operations Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is a “geographically dispersed team”, which comprises of staff working in three locations (Amsterdam, Berlin and the UK Manson Unit) and is responsible for providing strategic direction and integrated advice on medical and public health issues to the OCA field and headquarters. The PHD+ plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.
An objective in the new MSF OCA Strategic Plan is to improve the way we manage our hospital projects. A key component within this dossier of work is to review and improve the quality of nursing care we provide in our projects.
Position within the organisation
The position will be based in the Amsterdam office and line managed by the Medical Director.
Overall objective
The overall aim of this post is to provide strategic direction on, and support strengthening quality of holistic nursing care in MSF-OCA projects.
Main responsibilities
· In conjunction with the quality advisors and as part of the initiative to improve quality management in field projects:
o Define standards for different aspects of nursing care
o Determine how the quality of nursing care can be monitored
o Support the implementation of quality improvement plans in projects
o Evaluate results and provide further follow up
· To review and develop standard operating procedures for inpatient ward and hospital management adaptable to the different levels of care MSF offers in a variety of contexts
· To review, update and develop nursing care protocols and guidelines
· To work closely with the infection control advisor to improve infection control and hygiene practices in healthcare facilities
· To work closely with the pharmacy referent to develop and support the implementation of quality initiatives to minimise medication errors in healthcare facilities
· To provide guidance and support for project level training needs for nursing staff
· To be actively involved in developing modules on nursing in MSF training
· To act as the technical referent for nursing matron/supervisor field positions - support with recruitment, on boarding, coaching and performance evaluation.
· To support and deliver health service evaluations with the Healthcare management team.
· As a secondary objective, to work closely with the medical focal person from the FICUS project to provide additional capacity to find creative recruitment solutions for specific medical profiles.
PROFILE
· Experienced and registered nurse (Degree in Nursing and current licensure)
· Desirable formal management qualification and experience
· Experience in both clinical and management roles in primary and secondary healthcare.
· Experience in healthcare quality and improvement techniques.
· A Masters in Public health (or equivalent) would be desirable
· At least 3 years humanitarian-medical field experience with MSF or a comparable organisation.
· Good analytical and communication skills are essential as well as an excellent command of the English language (oral and written communication); French desirable;
· Willing to live and work in the Netherlands;
· Should be prepared to spend approximately 30% of his/her time on work related travel.

· A gross monthly salary in grade 7 between € 3,098 and € 4,424; depending on relevant work experience, based on a full-time appointment (40 hours per week);
